Finance-Assets
1. Role
The Finance and Asset Division acts as a secretariat to the Dean regarding the management of the budget and finances from all funding sources, the management of state assets inventory, and the procurement of the Faculty, based on the policies, regulations, rules, decrees, and laws of the Lao PDR.
2. Duties

Act as a secretariat to the Dean of the Faculty regarding the management of the budget and finances from all funding sources, the management of state assets inventory, and the procurement of the Faculty, based on the policies, regulations, rules, decrees, and laws of the Lao PDR.

Implement and expand decrees, regulations, resolutions, instructions, and various rules regarding finance and assets of the National University of Laos and the Government, and establish efficient management mechanisms.

Study internal regulations regarding financial-accounting budget management, asset management, and financial and asset auditing within the Faculty.

Prepare monthly, quarterly, and annual budget plans accurately and in a timely manner in accordance with financial laws and regulations.

Review and verify all budget and financial expenditure documents prior to submitting them to the Dean for approval.

Strictly monitor and inspect the execution of the budget revenue-expenditure plans in accordance with financial legal regulations and rules of the National University of Laos.

Provide guidance and training to departments, offices, mass organizations, and teachers within the Faculty regarding compliance with financial regulations and budget plans of the Ministry of Finance.

Summarize and compile the execution of budget revenues and expenditures to report to the Dean and higher-level financial organizations within the specified timeline.

Manage the state assets inventory within the Faculty.

Define operational plans, divide work assignments, monitor, evaluate, and regularly assess the performance quality of its personnel.

Perform other duties as assigned by the Dean of the Faculty.
3. Scope of Authority

Have the authority to disburse emergency petty cash for urgent matters for amounts not exceeding 1,000,000 Kip, and subsequently prepare request documents for retrospective approval according to regulations and principles.

Monitor, inspect, encourage, and create facilitating conditions for the implementation and promotion of financial work under its responsibility.

Study and appropriately allocate tasks to personnel within the division based on their capacity and qualifications.

Study and propose commendations for outstanding personnel within the division, or enforce disciplinary actions against those who violate rules and laws.

Propose the issuance of notices and coordinate with all relevant sectors in accordance with its role.

Review and submit requests to higher authorities for the approval of annual leave for division staff in cases where employees require their annual leave.

Study and propose the issuance of agreements to appoint ad-hoc task forces within the department, or propose the assignment of departmental staff to perform urgent tasks outside of official working hours in accordance with regulations and principles.

Sign and certify various related financial documents.

Perform other duties as assigned by the Dean.
